| 对生态护林员政策进行解读,总结云南省落实生态护林员的主要措施,包括重点支持深度贫
困地区,聘用建档立卡贫困人员,强化对生态护林员选聘的监督管理等。2020 年末云南省生态护林员指标达168 596 个,实聘生态护林员182 996 人。生态护林员在云南省生态建设和脱贫攻坚中
被赋予多重使命,保护了生态环境,实现了生态增收脱贫,促进了民族团结,强化了生态固边,夯实了乡村振兴基础。提出建立集中安置点生态护林员腾退机制,推进各类生态管护员精细化管理,借助大数据手段管理生态护林员等建议。 |

| This paper interpreted the policy of ecological forest rangers and summarized the main measures
taken by Yunnan Province to implement the policy, including focusing on supporting deeply impoverished
areas, employing registered impoverished individuals, and strengthening supervision and management of
the selection and appointment of ecological forest rangers. At the end of 2020, the number of ecological
forest rangers in Yunnan Province reached 168 596, with 182 996 ecological forest rangers actually employed.
The policy of ecological forest rangers was given multiple missions in ecological construction and
poverty alleviation in Yunnan Province, protecting the ecological environment, achieving ecological income
increase and poverty alleviation, promoting ethnic unity, strengthening ecological border stabilization,
and consolidating the foundation of rural revitalization. This paper proposed to establish a centralized
relocation mechanism for ecological forest rangers, promote refined management of various ecological
managers, and utilize big data methods to manage ecological forest rangers. |
