| 我国自然保护地广泛存在跨行政区重叠部分归属不明、保护与利用矛盾冲突严重、经济发展与环境保护冲突、风景名胜区未参与整合、未能切实服务于群众等突出问题，通过梳理其成因，提出成立专项评估小组，破除区划阻隔；有序调减基本农田，灵活处理矛盾冲突；综合评估建设项目，实行追责制；优化管控体系，实行差异化分区管控；落实资金保障，完善社会参与等相应对策，以期为自然保护地整合难题提供新思路。 |

| By analyzing the prominent problems in China′s natural protected areas, including unclear attribution of cross-administrative areas, serious conflict between protection and utilization, conflict between economic development and environmental protection, failure of scenic spots to participate in integration, and failure to effectively serve the masses, this paper proposed to establish the special assessment team to break the zoning barrier, orderly reduce basic farmland to deal with contradictions and conflicts flexibly, comprehensively evaluate construction projects and implement the accountability system, optimize the management and control system and implement differentiated zoning control, implement financial guarantee to improve social participation, in order to provide new ideas for the integration of natural protected areas. |
